- MRWF global policy
- National strategy
- Local branch needs
- Individual preferences (lowest)
When to Escalate
Escalate issues to HQ when they exceed national authority or present organizational risk.
When to Delegate
Delegate tasks that are operational or branch-level to Coordinators.
When to Intervene Directly
The MD must intervene personally when branches fail, Coordinators are inactive, or when national policy is violated.
When to Consult HQ
Consult HQ for policy clarification, disputes, crises, or matters involving national restructuring.
